To emissary most neutral unit stacks will probably only cost 15 gold units or some larger amount of the other economic units food, iron and timber. You see, emissarying in The Fantastic War is, like a lot of things in the game, a gamble. You have to balance the power and number of units in the neutral stack versus the quantity and quality of the the emissary offer. An emissary offer consists of all the goods in a particular player stack adjacent to a neutral stack. The entire neutral stack must be emissaried at once, and usually, if you fail the emissary, you will lose your movement and engage in combat with the neutral stack.
